Julie is a proven leader, whose 30-year private-sector career in the healthcare technology field has given her a unique perspective into running complex organizations, including York County government.

Born and raised in York County, she earned her bachelor’s degree in biology from Randolph-Macon Woman’s College and spent the next three decades honing her leadership skills with national and global brands, including Fortune 100 companies. Julie believes in lifelong learning and continuous improvement, graduating from the Jack Welch Learning Institute and the Anne Anstine Institute for Excellence in Public Service.

Since winning her first election as York County Commissioner in 2019, Julie has brought a pragmatic, business-centered approach to York County government, including developing and implementing the county’s first-ever strategic plan. Today, she serves as President Commissioner, leading the eighth-largest county in Pennsylvania by population – including 50 departments, more than 2,200 employees and a $750 million annual budget.

Widely recognized for her innovative and collaborative leadership style, Julie brings together key stakeholders to help solve problems facing York County – including leading significant improvements to the county’s elections system, spearheading a first-of-its-kind in the nation water quality monitoring system, and helping to secure a Volunteer Firefighter Tax Rebate Program to boost volunteer recruitment and retention, among others.

She serves as Treasurer on the Executive Committee of the County Commissioners Association of Pennsylvania and is on the Technology and Telecommunications Committee of National Association of Counties. She also serves on numerous local boards, including co-chairing the Stepping Up Initiative in York County; and serving on the boards of York County Economic Alliance, White Rose Ventures Advisory Board, and the Community Action for Recovery and Diversion Advisory Board.

Julie’s leadership has been recognized by numerous organizations. She was named Elected Official of the Year in 2021 by the York County Economic Alliance. In 2024, the Black Minister’s Association recognized Julie with their Martin Luther King Image award for her community service and improvement.
