Human Services
Counties deliver core, community-based services mandated by the state. Year after year, counties must make up for the structural deficit that results from inadequate and chronically delayed state funding.
During the extended state budget impasse in 2025, Julie and the county commissioners kept their promise to fully fund human service programs so that women, children, families and seniors could continue to access the services they need. Also, in her role on CCAP’s Executive Board, Julie advocates for counties to receive the adequate funding needed to sustain these programs.
Reentry Opportunity Center
Established in 2024 the York County’s Reentry Opportunity Center (ROC) is the first of its kind in the Commonwealth. As a county leader, Julie believes solving problems with a holistic approach is essential if we want to tackle system issues and drive sustainable change.
The ROC provides those leaving the prison and reentering society with resources to help them lead productive lives in our community and reduce the chance that they will re-offend and return to prison. The center strengthens the quality of life for those reentering our community and is a great success story of collaboration and creativity.

Opioid Advisory Board
In January of 2023, under Julie’s Leadership, the Opioid Advisory Board was established to guide the commissioners on the distribution of York County’s opioid settlement funds.
This is an independent opioid advisory board comprised of community leaders, healthcare professionals and law enforcement.
Though the funds are not county tax payer funds Julie knew there needed to be a real commitment to a transparent process in the distribution of the funds.
Thus far, York County has committed a total of more than $10 million in grants for the treatment and prevention of Opioid Use Disorder and Substance Use Disorder, aimed at combatting the opioid crisis across York County.
