Election Board Leadership
As the head of the York County Election Board Julie has been at the forefront in providing transparency to the elections process, streamlining processes to drive efficiencies, and ensuring voters have a positive experience, no matter where or how they choose to cast their vote.
She has been an active member of CCAP’s Election Reform Committee, a bipartisan group of County Commissioners focused on advocating for election code reforms.

A Focus on Continuous Improvement
During the 2020 Presidential Primary, York County faced serious challenges: poll workers unwilling to work, polling locations unwilling to be open, in addition to a new process, called “no excuse” mail ballots. Julie was undaunted. She used her Six Sigma Black Belt strategic process improvement skills, which she had honed during her decades of corporate leadership in the private sector, to organize teams of county employees to work together. It was “all hands on deck,” Julie recalled. And it worked. Today’s York County elections system is now increasingly viewed as a best-practice model for counties across the Commonwealth.
Recognized By Leaders
Recognized for her leadership and her skills as a change agent, Julie is often asked to speak on the successes of the elections office. Organizations like Keep Our Republic and Democracy Defense Project have invited her to share how elections are conducted in York County.
She has been to the Hoover Institution at Stanford University to join our nation’s leading state and local elections officials, academics and nonpartisan public policy leaders to discuss the challenges of our current elections and ways in which we can build a better system – not just for today but for the next 25 years.
