Understanding that no organization can move ahead without a real plan of action, Julie’s first campaign for County Commissioner promised a strategic plan.
One strategic anchor is a focus on people. York County government has more than 2,200 employees, and they are the backbone of the county’s operations. That is why the county’s “People” strategic anchor includes an intentional focus on the recruitment, development and retention of highly skilled, motivated employees committed to our mission of building a better York County.
During her first term as President Commissioner, she delivered on her promise and continues to collaborate with county employees and community leaders ensuring that we are building a better York County.
Water Quality Monitoring

Fiscal Stewardship
When the state budget impasse threatened to shut down York County’s human services — the programs that serve our most vulnerable residents — Julie chose to keep them open.
York County held three consecutive years of no tax increases before state funding shortfalls made a modest adjustment unavoidable.
Julie is committed to transparent, data-driven budgeting that protects services without overburdening taxpayers.
2022 Streamlined Permitting
The York County Conservation District, for which Julie serves as a Director, developed a new, in-house “Streamlined Plan Review Process,” expediting construction permitting while maintaining local control, and adopting a new initiative to improve water quality to protect our streams.
Julie was instrumental in obtaining the approval of Pennsylvania Department of Environmental Protection and collaborating with community stakeholders.
